Tasks and Responsibilities:
Under direct supervision of the Senior Finance Officer, the Temporary Financial/Administrative Assistant will provide financial  services for effective project implementation, ensure that the accounting journal is filled in accurately and according to the Helvetas requirements, submit the accurate and timely financial reports, ensure that all bank transactions are recorded according to the organization requirements, and provide efficient and effective administrative services for the projects (travel/visa/registration arrangements for the staff and visitors).
 
The Temporary Financial/Administrative Assistant will have the following responsibilities:
 
  • Maintain an accurate accounting journal of all transactions including receipt of cash from the bank account, expense disbursement, and advance disbursement, returns and advance clearing;
  • Assist in preparation of monthly financial statements, and other reports according to established format and deadlines;
  • Prepare and submit monthly and quarterly financial reports to relevant government institutions;
  • Verifying financial reports of the projects;
  • Provide support to the Senior Finance Officer in the budget preparation;
  • Prepare accounting according to the audit requirements;
  • Assigning appropriate expense accounts and class codes to all expenses transactions in 1C and 'Banana' database;
  • Maintain accurate bank records in the 1C, local accounting system and Excel database including receipt of cash from the Headquarters to the bank account of the Branch, withdrawal of cash from the bank account to the safe of the Branch, and reconciliation of the organization bank accounts in the 1C, local accounting system and Excel database;
  • Arrange travel/visa/registration for the Branch staff and visitors, including but are not limited to booking flights, accommodation (apartments and hotels), purchasing airline tickets, and arranging the airport pick-up.  Assist the employees and visitors in obtaining visas for Tajikistan and other countries, as well as registration at OVIR and hotels. 
 
QUALIFICATIONS AND EXPERIENCE
  • University degree in Economics, Finance, Accounting, Management or a closely related field;
  • Minimum 2 years of work experience as an Accountant in an international agency;
  • Excellent written and verbal Tajik, Russian and English;
  • Proficiency in IT including Excel, Word, and 1C accounting software and competency in using web-based management systems (internet and intranet);
  • Accuracy with figures and documents and ability to be attentive to details;
  • Good verbal and written communication skills;
  • Ability to build strong relationship with the clients, set priorities, work under pressure, accomplish multiple tasks, and meet deadlines.
