Location:  Dushanbe, Tajikistan with periodic travel throughout Tajikistan

Tasks and Responsibilities:
The Project Officer of the Access to Justice project will develop and implement the concept on the policy dialogue and assist in development of the Law on Justice Bodies in close cooperation with the Ministry of Justice, develop and implement the concept on mediation in close cooperation with the Supreme Court and NGO partners, and implement the yearly plan of operation and draft reports for the donors together with the Access to Justice Project team.
 
Under direct supervision of the Deputy Country Director, the Project Officer of Access to Justice project will perform the following:
  • Provide technical assistance to fulfill the objectives and reach the outputs and outcomes of the Access to Justice project;
  • Implement the yearly operation plan of the Access to Justice Project;
  • Implement the concept on the policy dialogue  and mediation in accordance with the work plan;
  • Establish a working relationship with the Khukumat, Mahallya Committees and other state actors;
  • Actively participate in the public hearing and proposal development;
  • Prepare the draft of the contracts for partner organizations;
  • Follow up on the partners' operational reports. Collect and analyze the received reports. Develop and update the templates for such reports.
  • Support the Deputy Country Director in preparation of documents related to implementing partners;
  • Develop the draft of project operational reports;
  • Review strategic approaches used by the Legal Aid Center partners. Provide advice to them in establishment of adequate management and operational conditions to achieve the project goals.
  • Provide assistance in development and implementation of the exit strategy for local partners;
  • Establish cooperation with the Ministry of Justice concerninfg increasing the number of NGOs, which have the capacities and would like to be involved in provision of the free legal aid;
  • Review the incoming correspondence and prepare draft responses or materials.
  • Provide support in planning, arrangement, preparation of various study tours, meetings, and seminars for partners;
  • Support the Deputy Country Director on strategic and operational issues related to the project;
  • Together with the Deputy Country Director, provide input to the working groups' activities of the rule of law reforms.
  • Ensure that principles of Gender and Social Equity are observed throughout the project.
 
QUALIFICATIONS AND EXPERIENCE
  • University degree in Law, political science, human rights, or development studies;
  • Minimum 5 years of work experience  in a relevant position with international organizations;
  • Excellent knowledge of the legal-judicial, political, and social situation in Tajikistan;
  • Significant experience in cooperation with local NGOs;
  • Fluent written and verbal Tajik, Russian and English;
  • Proficiency in Excel, Word, Power Point, and Internet applications;
  • Excellent communication, reporting and writing skills;
  • Ability to work under pressure, complete multiple tasks simultaneously and meet deadlines.
